PEVRA is the Personal Electric Vehicle Riders Association: a California nonprofit membership association, based in San Francisco, founded in 2018, run entirely by volunteers. Nobody is paid. You can reach us at info@pevra.org.

What PEVRA does

The card used to be called something else

The Rider Reference Card was called the “100% Legal” card. It is not called that any more, because the card now prints the clause, the date the source itself carries, and the name of the person who checked it — and because PEVRA does not issue a card for a jurisdiction nobody has verified. There is no verdict on this site that means “100% legal”, and the card cannot print one.

Where PEVRA stands

These are PEVRA’s three stated policy positions. They are facts about what this organisation holds.

  1. Licensing. No licence should be required to operate below 30 mph (48 km/h). Held since 2026-08-28.
  2. Device speed caps. Devices should never carry a built-in speed cap. PEVRA supports every rider speed limit a jurisdiction sets, by facility: rider limits yes, device limits no. Held since 2026-08-28.
  3. Where EUCs belong. EUCs belong on all roads, bike paths and sidewalks, at a speed appropriate to and limited by the prevailing use of the space. Held since 2026-08-28.

Who runs it

Jesse Garnier is PEVRA’s founder and executive director. He has been riding since 2016 and organising PEVRA since 2018. He merges every change to this database; volunteer stewards propose changes as pull requests, and every entry carries the name of the person who verified it and the date they did.

How the database is kept honest

Three rules, all enforced by the build rather than by good intentions. A verdict never publishes without a quoted clause, an official link, the source’s own as-of date, an evidence tier and a named verifier. A secondary source can never support a verdict, only context. And where PEVRA has not checked, the page says “not yet verified” instead of guessing. How verification works.

Money

Membership pays for the training, the expedition, the awards and the work of keeping this database sourced and current. Donations and event registration are handled at pevra.betterworld.org. Nobody at PEVRA draws a salary; everything on this page is volunteer work.
