PEVRA is a California nonprofit membership association in San Francisco, founded in 2018 and run entirely by volunteers. Membership pays for the training, the expedition, the awards and the work of keeping this legal database sourced and current.
Your voice for safety, legality and infrastructure. PEVRA works toward safe, legal, inclusive space for personal electric vehicles on roads, trails and public property. It puts that case to public agencies and legislative bodies, arguing that the arbitrary bans riders live under should end — and arguing it by demonstrating that these vehicles can be operated safely and responsibly alongside every other kind of traffic, machine- and human-powered alike. Membership is how many riders that case is made on behalf of.

What a member gets
- The Rider Reference Card for a jurisdiction PEVRA has verified: a wallet card carrying the quoted clause, the section number, the official link, the date the source itself prints, and the name of the person who checked it. Read the next section before you count on one — today it prints a refusal rather than a card.

About that card
The Rider Reference Card was called the “100% Legal” card. It is not called that any more, and the about page records the change. The card now prints the clause, the date and the verifier, and PEVRA does not issue one for a jurisdiction nobody has verified — no card, ever, for a place where the answer is still unknown.
Today that is every place. Every jurisdiction in the database has a card page, and every one of those pages currently prints a refusal in plain words instead of a card — which of the six reasons applies, and what is missing. That is not a fault to be fixed by loosening the rule; it is the rule working, on a database whose first verified rule has not landed yet. See what has been verified.
