Why this still matters after the window closed

The proposed rule names eUnicycles as a covered product class. The comment period ran from 24 June to 24 August 2026 and closed with no electric unicycle rider organisation on the record. Two routes remain open, and PEVRA is taking both.

• A late comment. An agency may accept and consider a comment filed after the closing date. A late comment is on the public record even when it does not have to be answered, and it is what the record will show a court and the next Commission.
• A petition under 16 CFR 1051. Any person may petition the Commission to start, amend or revoke a rule. A petition is not bound by the closed comment window and gets a docketed answer.

What PEVRA is asking for

• That any battery or electrical-system standard applied to an electric unicycle be written to what the device is — a single-wheel, self-balancing, standing electric device — rather than by analogy to an e-bike or an e-scooter with a different pack layout and a different charging pattern.
• That certified electric unicycles be eligible wherever a jurisdiction runs a trade-in or replacement programme keyed to the Commission's standard, since the proposal already names the product class.
• That PEVRA's public, cited database of device definitions be entered into the record as information the Commission can use.
