What PEVRA is asking Washington for
Engrossed Substitute Senate Bill 6110 creates a Department of Licensing work group, and section 3(2)(b)(xiv) leaves a seat for a representative of an organisation of riders. PEVRA is asking for that seat before the work group's interim report is due on 15 December 2026.
- Seat a rider organisation. Washington already defines an electric personal delivery device and a wheeled all-terrain vehicle by function; the work group's recommendations will decide whether single-wheel devices are treated the same way.
- Recommend by function, not by shape. Weight, speed and motor power, so a device with no handlebars and no floorboard does not fall out of every class the way it does in New York.
- No licence requirement below 30 mph, and no device-level speed governor. PEVRA supports every posted limit and asks that limits be set for the rider and the place.
The interim report on 15 December 2026 is the date to work back from: a recommendation that is already written is hard to reopen.
